Mat will lose his eye in a bargain for Moiraine in *Finnland. He gives up his eye to save Moiraine, without whom Rand will fail. Also, he later gets an eye ter'angreal. The One Power itself cannot be present as his eye, so a product of the OP will do (a.k.a., a ter'angreal). How he will acquire this, I don't know, but he will.
