I believe Shaidar is linked to Shayol because he isn't to be trusted. Sure he is a great ally of the Shadow, but he thought that he needed to be unlinked from Shayol, to do his own things. Right there, the DO has reason to link him. One wouldn't want their hands to get to far away from them, especially if they might turn around and stab you in the back.
