To my mind, The Path of Daggers is referring to the Seanchan. I mean, what was that little saying of theirs, "on the heights, the paths are paved with daggers"? Maybe that's not exactly how it goes, but it's close. I think that in Book 8, we'll finally get to see the Seanchan matter either be resolved, or become much clearer. I think.
