Why Alanna bonded Rand is the same reason she went to Emonds Field - to see what she could do for Egwene to repay her debt to her over the ter'angreal affair. In TDR, Siuan says that Arafellin have a strange system of debt and honour. If she was indeed a Black sister, why did she not bond Perrin. What could Faile do to her that she could not stop with the OP or by her warder? Most probable result is that she meets Egwene to pass the bond but is told to pass it to Elayne instead.

Remember BA don't work on their own, they are commanded and they obey. Therefore, if she was not told to bond Perrin then she would not have bonded perrin it is as simple as that. But I don't believe that she is BA. You bring up a very different idea that would explain her motivation, good pick up on the debt and honor quote.
