I don't think that Taim is Demandred. First of all, he saved Rand at least twice (the first time being when Rand got captured by Elaida's Aes Sedai) and also Taim continues to turn out Asha'man and does what Rand says. Another thing is, when Taim was a false Dragon and before he started the Black Tower, he was taken by Aes Sedai and imprisoned somewhere. If he was one of the Forsaken, then how the heck would he let himself be captured by some puny Aes Sedai? I haven't seen anyone try to explain that one yet. Another thing is, when Elaida sent the Aes Sedai to destroy the Black Tower, if Taim was Demandred, why didn't he kill them all, insted of holding them prisoner? Forsaken aren't in the habit of being nice.

The part that we don't know is if a transition occurred between Taim and Demandred, when did it happen. And also, even Demandred can follow orders that come straight from the DO. If the DO said don't kill any Aes Sedai and watch over Rand's life then he would do so. Although, if the DO wanted Rand dead surely Taimandred would have done so already.

Taim was captured by Aes Sedai because he was unconscious at the time. Remember, at the end of TGH or beginning of TDR, someone (I think it was Moiraine, but I'm not sure) says that the moment Rand declared himself the Dragon Reborn, both Taim and another false Dragon, who were fighting battles, were knocked off their horses. So if Taim was knocked off his horse and injured, probably knocked out, it would be easy for the Aes Sedai to just come over and pick him up and shield him. And once he was shielded he couldn't escape on his own.
