He's dead. well in some sense of the word. Mashadar feeds on the souls of people. it's like an eternal suffering type thing for which there is no end even the DO has no control over it (RJ's Q&A session . . . I think) so if there's no soul to resurrect and put into another body how can he be brought back to life.
